Which employers will actually sponsor a foreign worker or do an LMIA?

Look for employers with a track record. The Government of Canada publishes lists of employers who received positive LMIAs, and Job Bank postings sometimes state that foreign applicants are welcome. Realistically, LMIA-backed hiring is concentrated in shortage sectors: healthcare, agriculture, trucking, trades, food processing, and some tech.
