Most provinces run an Expression of Interest (EOI) pool: you submit a profile, the province scores it on a points grid, and it invites the highest scores in periodic draws. But every province’s grid is different: the maximum score, the factors, and the weightings all vary, so a score in one province tells you nothing about another.
