I forgot to declare a job, refusal or family member — is that misrepresentation?

It can be treated that way, even if it was an honest mistake — and misrepresentation generally carries a 5-year ban from applying, plus loss of status if discovered later. Past visa refusals (to any country), all jobs in your history, and every family member must be declared, always. If you've realized something is missing, the right move is to correct the record proactively, with a clear explanation.
